Does the ingame DPS stat factor in reloads?

I've noticed that the "damage per second" numbers on some weapons seem a bit odd; Beams are always absurdly high despite feeling like slapping someone with a noodle, and other weapons with insane burst damage tend to have deceptively low stats. Heavy flak claims to only do about 2400 dps at tier 4, but it melts whole ships in about 1 second pretty often. The vindicta's guns claim to do less dps than the guns on the vigo, but the vindicta has to reload constantly whereas the vigo has a basically endless clip, so is the vindicta's damage output actually better if both ships only have 5 seconds to shoot their targets?
