Since I ran a game with a carrier today, a few aircraft questions popped into my head while I was doing the writeup. First, how many aircraft does each flight represent? I tried to figure it out by comparing the Lexington card to the wiki article but it didn't mesh. According to the card, Lexington had an even number of fighters and dive bombers, but in actuality she had twice as many dive bombers as fighters. I guess that would be the case in late war scenarios with Saratoga, so that might be the answer to my confusion. But I am still curious as to how many aircraft each flight represents.
I'm trying to add aircraft to the game and this is the major stumbling block I have right now. I'm sure others will come up with playtesting, but this is the main one right now.

Each flight represents approximately 4 aircraft, with "odd" aircraft being considered spares and replacements, so just round down if there are not enough to form another complete flight.
Aircraft complements varied throughout the lifetime of the ships, so any discrepancy you're seeing probably originates with that. I always tried to go with the last configuration of the ship during the war in all cases.

Early carrier squadrons carried a dive bomber squadron and a scouting squadron. Usually, these were actually both dive bomber aircraft. I believe the scouting squadron only carried about half the bomb load vs. the dive bomber squadron when scouting to allow them to carry more fuel and extend range. Someone else may have more on this. So for gaming purposes if your USN divebombers are in a scouting mode, they are only carrying half the bomb load. Modify attack values to 50% of what your DBs carry.
Also, after the war started many IJN carrier air groups were under strength due to a pilot replacement shortage.
