The universe I'm designing has races with different tech level totals which is obviously unbalancing, some of that can be balanced with faction rules but the background is also written such that the higher tech factions are less numerous. Has anyone got a rule of thumb for how much larger a lower tech force has to be for an even match up? I'll do some playtesting myself starting at 5% per tech point but I'm wondering if anyone else has any ideas.

Hard to say. What are you going to do with this? Some kind of league or something? Are the players just willing to accept that some games may be unbalanced?

I'm still trying to convince my current playgroup to give CBF a try over FT so at this point this is just an exercise in designing a universe to go with the fleets I'm scratchbuilding. Given that Drew has picked up one of my designs and is producing a fleet complete with my background I though I should knuckle down and get a fleet book produced to go with it.
