To expand on your question about ships and classes, within a specific class there are a range of hull sizes and hull size sets the amount of systems and weapons you can carry. Engines use an amount of hull space based on how much thrust (delta) they produce and the size of the ship they are fitted to. Weapons have a fixed mass and the more powerful the weapon the more mass it takes up.
So ships of the same class and even of the same mass can have wildly different performance depending on the decisions made at the time of design. The addition of the tech level system which further restricts the weapons and other systems availiable to a particular fleet helps give character to the different factions and means that there is no one uber design that rules all.
