When I first spotted the "Protected Cruiser Problem", I wondered if Harry was trying to give the Japanese PCs an edge over their Russian counterparts. . . . but he said, "no", that it was just a bit of a mind glitch.
I think, on the whole, grouping them with Cruisers would be more correct. In the Pre-Dread period, PCs do NOT have the speed to warrant their moving with Flotillas. It might be different by WWI, but I think that in the Pre-Dread period, PCs are more appropriately classed with the Cruisers.

Looking at WWI cards light cruisers are speed 6-7 and are much more capable of keeping up with DDs moving 7-9. I would recomend PCs be lumped in with Cruisers in RotB and then whatever the consensus is on WWI Light cruisers. The data cards in CoD already have them moving with Flotilla so I would leave it.

On another issue I think we may have missed the +1 Torpedo modifier: Torpedo Attacks Torpedoes at this time are highly unreliable. All torpedo attacks suffer a +1 penalty to the target number needed to hit.I was not keeping track as I did not have the opportunity to get in torp range. I remembered to apply this modifier. Was thinking everybody else did too.
