I saw TheDreadnought say something in www.steeldreadnought.proboards.com/index.cgi?board=cb&action=display&thread=660. "I'd actually say that if you're going to run 1-1 you might actually want to include a few ASGMs to show how they work. Have them fire from a ways out (rather than in 'sprint mode') so they can get used to moving the missiles around on the map." Having played things like Starfire back in the day, this brings up thoughts of ASGMs turning into direct-fire weapons at short range. But I don't see any rules like that. Is he just referring to firing within the missile's one-turn-flight range? Or is there something that I'm just missing?

Yes. . . firing the missiles inside the 1 turn flight range basically turns them into direct fire weapons that don't miss.
