I have Colonial Shipyard 2.2. Have been noticing that it isn't possible to build a battlecruiser hull and to choose an RDF role for it in this version of the shipyard. Is this correct?

That ought to be possible.
Is your tech level not high enough?

Hmm, maybe. Should the UACS be able to build RDF battlecruisers?

You just need to check the tech level against the tech levels for the faction. I think RDF battlecruisers are an AM-4 tech. If you look at the techs tab on the shipbuilder it has them all listed.
