I was looking a ship stats for the German and British Navies and I noticed that their big guns seem to have significantly lower penetration numbers than I expected.
The 15 inch Guns on the Tirpitz have a Penetration of 12 as compared to the USS North Carolina which had Penitation of 15 for a 16 inch gun that seems a little off.
The Littorio which also has 15 inch Guns has a Pen of 14...
British 15 guns have a Pen of 12 as well
are these numbers right? if so what is the logic behind the numbers? I assume its something to do with type of shell or gun

It has to do a variety of factors but I know at least the British guns were a little "older" (range is shorter too) so that is why for them.

Range is different, if I remember right. I know velocity, propellant and round weight play a roll in it (OK so that is stuff I have gathered from looking and reading what others say/think). So I wouldn't doubt the German shell would be similar to the British in weight and propellant and such, but newer barrel design,or caliber, would allow for the range difference. Waspite BL15" Mark 1 guns, 42 caliber, 2,458 ft/s Bismarck 15" SK C/34, 48 caliber, 2,700 ft/s North Carolina 16" Mark 6, 45 caliber, 2300 ft/s (I also find a 2635 ft/s) Littorio 15" Ansaldo M1934, 50Caliber, 2800-2900 ft/s
So gun type and such taking a role. I think that Iowa has 16" Mark 8 guns, which (should) preform a little better unless the starts are similar.
Again, really the only one who truly knows would be the author, and for understandable reasons, he won't tell.

All range and penetration values were based on information pulled from the NavWeaps website, that maintains all that real-world performance information.
