When a scenario has an element "entering on turn 1" do the ships just start their movement allowance from that point? I see how it works for ships entering on turns 2 and later, but for turn 1, how is it any different than setting up on the board- essentially the ships are in play from the beginning of the game ...

You are correct, they move on from that point. Its different than setting up in that they won't move as far into/on the table.

So not to be too obtuse, but...
Do they have their full movement allowance as soon as they are placed (unless 1/2 movement allowance is stated)? Or, does placing them constitute their "movement" for that turn, so effectively they won't move on the turn they enter, but can engage in the shooting phase?
The latter is how we have interpreted the rules.

Played it both ways, I believe they should be able to move and still shoot.

In such a situation we typically give them a half move and the chance to fire on Turn 1. Since they might have been in range for some time we can rationalize that they just emerged from a sudden squall or fog bank, etc. Just play it consistent or make sure everyone knows of scenario-specific decisions.
