I'm doing Manila Bay using Wartime Journals ships in 1/1500. They have all of them. In that battle I believe the unprotected cruiser Velasco was present but not part of the battle. It's known that the Germans were unhappy about the Americans grabbing all the choice bits of the Spanish Empire. The German East Asia squadron made some visits to Manila Bay shortly after the battle and had to be shown off by Dewey's ships. Their intervention can make an interesting "what if". I'm currently looking for those ships. Also the Russian and British pacific squadrons were at swords point. So lots of interesting possibilities in 1898 Pacific Take a look at Avalanche Press 1898. They have some good scenarios for many what if engagements.
