I am going to try to give some stats for the Ottoman Navy during WW One. First, they had very few seaworthy ships by this time. After the debacle between them and Greece in 1911-12 and Italy seizing Libya, they realized that the navy needed reinforcements. The Ottomans ordered 2 Dreadnoughts from Britain. Neither were totally finished by the outbreak of war and Britain seized both for its fleet becoming the HMS Erin (Reshadieh) and Agincourt (Sultan Osman I). Besides this, the Ottomans had two old predreadnoughts of the Brandenburg class from Germany. Turgut Reis (ex-Weissenburg) and Hairedin Barbarossa (ex-Kurfurst Friedrich Wilhelm)

Strange Layout...
I downgraded the armor as I noticed this on other ships from ROTB2 and COD. Also, the pre-war armor was not as good as later alloys. I am sure the ships were not as well maintained either. If you want to use a higher value it is obtainable from other SDG products.
The Ottomans also had the use of the Sultan Selim (ex-Goeben) and the Midillu (ex-Breslau) from the Germans. The stats for both of these are also available from other SDG products.
Finally, the Mesudiyeh coastal defense vessel and the PC Medjidieh were available. The CD Mesudiyeh did not have its big guns installed in the 1905 refit so it only had 6" guns and was anchored as a floating battery that was torpedoed in 1915.
