Just a rule mechanic clarification. Is the Firing/Moving steps with BB's first and destroyers last a rule mechanic or does it have some historical precedence?
I ask because the first few games we have played we didn't notice the splash markers are picked up between each step. The feeling was that they should be left between steps?
Would it alter game play too much to have firing/moving down by initiative rather than class?

As stated in the rules, splash markers are picked up after every step.
Among other reasons. . . BBs fire first in order to give them a chance to drive off destroyers with secondaries. Otherwise, DDs would ALWAYS get their torps off and the torp would skew the game results in a-historical ways. With BBs firing first, a torp run is a risky proposition - just as it was historically.

This rule works well to give Destroyers a challenge. I dropped it for the scenario I ran at Rock-Con and regretted it as soon as the destroyers charged. I do like the house rules meesch56 uses which lets all torpedoes get fired in the cruiser shooting phase. It lets battleships somewhat defend themselves but still gives destroyers a chance to do something. I might use that rule, but only if I have all three classes of ships out. Otherwise cruisers have a hard time beating back destroyers and too many ships get torpedoed.
