I have a question regarding written orders. I using written orders, 1. do you write movement orders for Battleships, then move all Battleships, THEN 2. write for Cruisers, move Cruisers, THEN 3. write for Flotillas and then move them? OR, do you write for ALL ships, and then just move them in Battleship, Cruiser, and Flotilla Order?

The first option....that way Cruisers can react to what a BB is doing and so on.
So all BB write and then move....then cruisers and so on.

do you movment in each step and then when moving is done you go though and do the firing for eventhing in each step.

Correct all ships move in order then all ships fire in order applying results immediately. So in theory a smaller ship has the opportunity to move out of the guns of a larger ship, but if the smaller ship is fired upon by a larger ship the results are applied immediately before the smaller ship has the opportunity to fire.
