The rules state that four aircraft make up a fight and that carriers/ships show the fighter data. So are the numbers on the data card flights or number of aircraft as the rules say on page 33?
They just seem low if they are aircraft.

All aircraft are in flights. Pretty sure the rules say somewhere that they will be referred to that way throughout the rules on fighters.

Yep, I found the part about interchangeable flights/fighters. I also figured it out by looking at the AA dice a small fleet would have and want to say 62? Thanks

I was looking into it, but I'm not sure I would bring a carrier on the table. At this point, I thought maybe a campagin starting with Pearl using the aircraft rules. First sorte, no CAP or flak, second with some, and then roll for a third and allow the US much more CAP/Flak based on how many turns between the second and third. I would also allow the IJN player to cancel the third if they like. Maybe even do a What if the IJN was spotted, should the US send the carriers? Then go from there.

What if the USN carriers had not turned away? What if the IJN bombardment TF had continued east and encountered American screening elements? Might be fun...

In a carrier vs carrier so much of the action would be off board I'm not sure I would do it without some house rules for the aircraft. At this point I'd rather just play the scenarios without carrires. However, I'm still thinking a Pearl to start things off could be fun.

IJN carriers are on the bottom... USN carriers are crippled (Yorktown) or withdrawing (Big E & Hornet)... maybe a surface action in there?
