I know you don't have to pre plot secondary batteries, but can you wait to decide which target you'll fire at until you see the results of the main battery's fire?
Also, can you wait to see the results of one ship's secondary battery fire before declaring the next ship's secondary battery target?

According to the RAW You are supposed to completely resolve each ship in turn. So you couldn't wait on another ship to fire its mains then come back to your secondaries. That said, the firing order rule is mainly intended as a time saving measure.
You pick your target at the time you fire your secondaries, you don't have to make any decisions about targets before that point. So yes you can pick your targets based on the results of your main battery fire.
